Quadrant Consulting Inc. (QCI) has delivered a wide variety of projects to IDFG, beginning in 1995. The projects have included 261 anadromous site and field surveys in 49 different drainages in the Upper Salmon River Basin, a Bohannon Creek watershed assessment, 54 design projects for screening or irrigation piping systems for the anadromous program, and recorded property surveys in the Treasure Valley and the Upper Basin. Quadrant has also provided technical support on a wide range of topics to both the Headquarters’ and Screen Shop staffs. This depth of experience illustrates that the staff members with QCI have the background and the ability to assist our clients in a wide variety of projects.
Working with a Geographic Information System specialist, in 2002, QCI provided the Salmon Screen Shop with a custom GIS designed to organize the wide variety of data that the program had been collecting over the years.
QCI principals have played major roles in preparing numerous topographic surveys, civil designs and contract documents for IDFG projects implemented in the Upper Salmon River Basin.
Experience
We understand the intricate inter-relationships between existing decreed and claimed water rights, the quantity of water to be delivered under the irrigator flow agreements, the optimal screen sizes and allowed operational ranges, the location of irrigator’s first point of use, the elevation of the highwater mark at the bypass location, the need for a functional bypass discharge point, and the importance of knowing the elevation of the channel invert at the headgate.
As a demonstration of the knowledge gained through years working for IDFG, we recently completed a 10-year project that originated with a Bohannon Creek Fish Screening and Passage Plan. In 2012, that Plan was brought to reality by the full implementation of the final design during the Spring. This experience demonstrates QCI's familiarity with the insights and skill sets needed to implement successful projects.
The key QCI personnel involved in fisheries habitat restoration engineering are Steve Sweet, PE; Pete Lounsbury, PLS; Ricardo Zavala, PE; and Andrew Farias, PLS. Our long-term experience with the Department demonstrates that the QCI team is experienced with working in remote areas and delivering projects that meet our clients' budgetary and timing needs.
